The decision was made on the instructions of the President
Prime Minister Mikhail Mishustin approved the updated Strategy for the Development of the Mineral Resource Base. The term of its implementation has been extended until 2050.
The strategy implies two scenarios for the development of the domestic mineral resource complex. Within the framework of the basic scenario, the provision of reserves and the extraction of minerals will remain practically at the existing level. The target scenario assumes an accelerated increase in the mineral resource base to meet the growing demand for minerals, primarily those necessary for the implementation of high-tech projects in key industries.
The strategy defines the priority of geological exploration work to find scarce types of strategic mineral raw materials (manganese, uranium, chromium, titanium, tungsten, etc.), accelerated licensing of such deposits and stimulation of their development.
Commenting on the strategy at a meeting with deputy prime ministers on July 29, Mikhail Mishustin noted the importance of fully meeting the current and future needs of the economy for strategic minerals while significantly reducing dependence on foreign supplies. He recalled that the President spoke about the need to focus geological exploration on finding rare earth metals and other raw materials for the development of priority domestic production in his Address to the Federal Assembly.
“We expect that demand for them will increase significantly against the backdrop of accelerated growth rates in the military-industrial complex, metallurgy, the chemical industry, the construction sector and other key industries,” the Prime Minister said.
The main objectives of the updated strategy also include a significant increase in the degree of processing and consumption of mineral raw materials within the country, and the creation of the necessary infrastructure for the development and implementation of new technologies.
The document is synchronized with key industry strategies, including the Strategy for the Development of the Metallurgical Industry of the Russian Federation until 2030, the Energy Strategy of the Russian Federation for the Period until 2035, the Strategy for the Socioeconomic Development of the Russian Federation with Low Greenhouse Gas Emissions until 2050, and others.
