The Ministry of Finance of the Russian Federation clarified the specifics of exporting coins made of precious metals
The letter of the Ministry of Finance of Russia dated 29.07.2024 N 22-00-05/70717 “On the export of coins made of precious metals” clarified the specifics of exporting coins made of precious metals.
It is reported, in particular, that coins made of precious metals are included in table 3 of section 2.10 of the list of goods for which a permit procedure has been established for import into the customs territory of the EAEU and (or) export from the customs territory of the EAEU (hereinafter referred to as the List), approved by the Decision of the Board of the Eurasian Economic Commission dated 21.04.2015 N 30 “On measures of non-tariff regulation” (hereinafter referred to as the Decision).
This procedure is regulated by the Regulation on the import to the customs territory of the Eurasian Economic Union and export from the customs territory of the Eurasian Economic Union of precious metals and raw materials containing precious metals (Appendix No. 14 to the Decision) (hereinafter referred to as the Regulation). The placement of goods included in Table 3 of Section 2.10 of the List under customs procedures is carried out at a specialized (categorized) customs post or in a department of the customs authority of a member state of the EAEU upon submission to the customs authority of a member state of the EAEU of a state control act confirming the results of the implementation of state control of precious metals and raw materials containing precious metals (paragraphs 4, 8 of the Regulation). Appendix No. 2 to the Regulation establishes that state control of goods included in Section 2.10 of the List is carried out by authorized bodies (organizations) of the member states of the EAEU (in the Russian Federation, such a body is the Federal Assay Chamber). The list of specialized customs posts is established by Order of the Federal Customs Service of Russia dated May 12, 2011 No. 971 “On the competence of customs authorities to carry out customs operations in relation to precious metals and precious stones.”
