The Federation Council discussed the problems of developing man-made deposits

Senators and representatives of the gold mining industry proposed making adjustments to the Law on Subsoil Resources to simplify the process of gold extraction from waste dumps during a meeting in the Federation Council on December 15. Industrial gold extraction from man-made deposits is still accompanied by a number of administrative restrictions. This was reported in his report by Anatoly Shirokov, Deputy Chairman of the Upper House Committee on Federal Structure, Regional Policy, Local Government and Northern Affairs.

“Man-made objects, man-made placers, should no longer be considered as some kind of production waste, but as separate mining objects that require separate legislative regulation,” the senator said.

The Law on Subsoil Resources classifies gold-containing dumps as new minerals, not production waste, which complicates the bureaucratic procedure for their use, said Yegor Borisov, Deputy Chairman of the Federation Council Committee on Agrarian and Food Policy and Nature Management.

“This is absolutely incorrect. It turns out that in order to use them, we need to start geological work, determining reserves, and so on, all over again. All this takes a lot of time,” the senator from Yakutia explained.

Deputy Minister of Natural Resources Dmitry Tetenkin said that such steps are already being taken. “We have already provided for such wording in our order of August 14, 2023. We are ready to adopt it at the level of law,” he concluded.
