May 13-14, 2026 – Scientific and Practical Conference named after G.Y. Kolomensky

On May 13-14, 2026, the scientific and practical conference named after G.Y. Kolomensky “Current issues of state expertise of reserves” will be held in Rostov-on-Don. The organizer is GBU GKZ with the support of Rosnedra and the Eurasian Union of Experts on Subsoil Use (EUEN).

Venue: Grand Rostov Hyatt Regency (121 Bolshaya Sadovaya St.)

The site plans to discuss the state expertise of mineral reserves and groundwater, changes in legislation taking into account law enforcement practice, as well as the digital transformation of state expertise and regulation of subsurface use.

Key program blocks:

➡️ The application of Temporary methodological recommendations for calculating the reserves of solid minerals from previously explored deposits in the territories of the DPR, LPR, Zaporizhia and Kherson regions, including in the format of practical workshops.

➡️ Provision of groundwater in the Southern Federal District regions (including new territories) and water supply in Crimea.

➡️ Approaches to the substantiation of zones and districts of mining and sanitary protection of mineral water deposits and therapeutic mud.

➡️ Issues related to the development of hydrocarbon deposits in the Southern Federal District and the North Caucasus Federal District (including hard-to-recover reserves).

May 13 (first day)

– Registration, welcome coffee, opening of the conference (greetings from Rosnedra, Deputy Governor of the Rostov region)

Plenary session (10:00-12:00)

– Current issues of state expertise of reserves and rational subsurface use

– Speeches by the heads of Rosnedra, GBU GKZ, VIMS, Hydrospetsgeology, Rosgeolfond, Rosgeolexpertiza

Panel discussion (13:00-15:30)

– Legal regulation of stock examination

– Personal account of the subsurface user, machine-readable documents

– Management of land resources in subsurface use

Sessions (16:00-18:00)

– Great Hall: problems of rational subsurface use (including new territories)

– Small Hall: development of hydrocarbon deposits in the Southern Federal District and North Caucasus Federal District, hard-to-recover reserves, black shale strata of the Pre-Caucasus, etc.

– Development of deposits on lands with special conditions of use

Small Hall

– State expertise of groundwater reserves — water supply in the south of Russia, medical resources, water supply to the DPR, zoning for artificial water replenishment, the experience of Crimea (Saki resort)

Afternoon sessions (14:00-17:00)

The Great Hall

– Conducting a state expert examination, taking into account the new rules for the development and technical projects on TPI

– Completeness of materials, how to avoid failures, approval experience

Small Hall

– Current issues of the regulatory framework and methodology for assessing the boundaries of mining and sanitary protection zones (therapeutic mud and mineral waters, KMV region)

Final discussion (16:00-17:00) – conducting an expert examination of TPI reserves, submitting applications through the LCN and EPSU
